Vice President

Tim serves as Vice President of HB Trenchless, bringing 30 years of experience in utility and civil construction across both public and private sectors. He has led trenchless project delivery throughout the Gulf States for the past 18 years. A civil engineering graduate with a multidisciplinary background in transportation, geotechnical, and structural engineering, Tim is also a Registered Professional Engineer in Texas.

Julian O’Connell

Vice President

Julian serves as Vice President of HB Trenchless, bringing over 35 years of tunneling experience. For more than two decades, he has led complex tunnel and shaft projects—reaching depths of up to 170 feet—using mechanized, compressed air, and conventional methods. His background includes 15 years with a leading tunneling machine manufacturer, working closely with consulting engineers and contractors from design through construction. Julian also offers global expertise, with project experience across Europe, South America, the Caribbean, and North America.

Farouq Esmail, P.E.

Estimating Manager

Farouq serves as Estimating Manager at HB Trenchless, bringing nearly 20 years of underground construction experience across North America. His portfolio ranges from small-diameter microtunneling to large-diameter
(20+ ft) TBM installations in both soft ground and hard rock. A civil engineering graduate from the University of Washington, his expertise focuses on transportation and water conveyance infrastructure.

Omar Mosleh, CCM

Project Manager

Omar is a Certified Construction Manager and Project Manager at HB Trenchless with a proven record delivering major municipal infrastructure projects. He specializes in slurry microtunneling, large-diameter systems, and complex urban tunneling, with experience managing projects up to $110M. His expertise spans estimating, procurement, and equipment oversight for wastewater and water transmission systems.

Donald Arthur

Project Manager

Don is a Project Manager at HB Trenchless with over five years of tunneling experience in soft ground using Earth Pressure Balance and Slurry TBMs. His background includes roles in both engineering and project management. He also brings more than 15 years of accounting and project accounting experience. Don holds a Master’s degree in Underground Construction and Tunneling and a Bachelor’s degree in Geophysical Engineering from the Colorado School of Mines, along with an Associate’s degree in Accounting and Business.
